To access it through the graphical user interface in Ubuntu click on the files icon.

Then in the location bar, type sftp://winsftp.cecs.pdx.edu.

Then click on HomeXX (example Home02).

To access it through the command line, you can use the command:

sftp winsftp.cecs.pdx.edu
